泰國蝦產業第二階段發展策略定案 泰國漁業處針對2010年管理高收益蝦產業出口方針,研擬之第二階段策略發展計畫終於定案。計畫內容包括全面提升符合國際規定的蝦養殖標準、開發新的養殖地點、繁殖蝦苗、改善收成後創造蝦製品附加價值的管理機制及開發市場潛能等重點工作;並開始重視促進蝦產業多元化合作西服的研究及發展(R&D)。漁業處處長Dr. Somying Piumsombun表示,為確保蝦產業產品品質,第二階段計畫以成功出擊的第一階段計畫為基礎,將全面推動養殖至加工、出口程序的升級。該計畫於去年公聽會後隨即提送內閣,並須與接下來3年需政府提撥82,800萬泰銖預算資助同樣以提振蝦產業為目的20個計畫競逐;而對九份民宿經評估僅需3年(2010-2012年)就能創造2,690億泰銖的蝦出口產值來說,該預算僅為九牛一毛;泰國計畫在上述期間生產500,000至550,000公噸的蝦(9成為白蝦)出口。為減少集中白蝦養殖遭遇如跌價及魚病的風險,新計畫將調整草蝦(tiger prawns)及淡水蝦的養殖比例。重視R&D領域必定能為更多養殖場開發如使用不汽車貸款同的殺蟲劑及無化學用藥蝦相關認證的新市場。(摘譯自INFOFISH Trade News, No. 17/2010)SECOND STRATEGIC DEVELOPMENT PLAN FOR SHRIMP INDUSTRY FINALISEDThe country’s fisheries department has finalised its second strategic plan for its shrimp industry,focusing on managing exports in 借貸the lucrative industry through 2012. Essential elements includeupgrading shrimp farm standards to meet new global requirements, developing new potential farmsites and brood stock breeding, improving post-harvest management for value-added shrimpproducts and enhancing market 租房子potential at all levels. There is also a greater emphasis on researchand development including laying out network co-operation for R&D in the shrimp industry.Dr. Somying Piumsombun, director-general of the department, said the second plan builds on thesuccess of the first one, 土地買賣which was aimed at promoting the shrimp industry at all levels, fromfarming to processing and exports, to ensure product quality. The plan passed public hearings lastyear and would soon be submitted for cabinet approval. The cabinet will consider approval for boththe plan itself 澎湖民宿and a 828 million baht budget for 20 projects over the next three years aimed atbeefing up the shrimp industry. The budget is small compared with the value of shrimp exports,estimated at 269 billion baht over the three years from 2010 to 2012.Thailand plans to produce between 貸款500,000 and 550,000 MT of shrimp this period, mostlyvannamei, or white shrimp with up to 90% of output to be exported. Also under the new plan, theproportion of black tiger prawns and freshwater shrimp will be raised to lessen potential risks fromrelying too much on white shrimp, 建築設計such as falling prices and disease. Increased R&D also will seecertification of more farms producing for niche markets such as different varieties of pesticide andchemical-free shrimp.
